This technical report assembles operational guidelines to operate digital broadcasting system based on a home server.

The digital broadcasting system based on the home server has been examined based on "the technical condition about the digital broadcasting system to utilize a large-capacity storage function" that the home server broadcasting system committee in Information and Communication Council reported in 2002,

This broadcasting enables a service to provide a new viewing form by using meta data and an access control function. A receiver for this service is equipped with the receiving function of the digital broadcasting, storage functions such as hard disks, and communication facilities such as broadband.

Here, the report defines the stream type contents (TYPE-1 contents), the file type contents (TYPE-2 contents) and provides an environment to watch the contents acquired via communication and stored in the receiver under CAS-P access control.

The ARIB STD-B38 "Coding, Transmission and Storage Specification for Broadcasting System Based on Home Servers" is enacted based on the report of the Information and Communication Council. It contains, as a commentary, the specification of meta data to build the environment for broadcasting with the home server and the basic concept of broadcasting based on the home server.

Based on the STD-B38, the report assembles a method to provide the environment with various contents and control data from broadcasting, and a technical requirement to use the contents with a variety of forms by using only broadcasting or broadcasting and the function of communication with assumption of the operation of broadcasters/communication-operators and a play-out signal form and the receiver with the home server.
